Article 16 Launch of EUAM RCA

The Mission shall be launched by a Council Decision on the date recommended by the Civilian Operation Commander of EUAM RCA once it has reached its initial operating capability.
2.
The core team of EUAM RCA shall make the necessary preparations to allow EUAM RCA to reach its initial operating capability.
