  "text": "DRAFT\nDECISION No …/… OF THE JOINT COMMITTEE\nof …\non the amendment of the Regional Convention on pan-Euro-Mediterranean preferential rules of origin\nTHE JOINT COMMITTEE,\nHaving regard to the Regional Convention on pan-Euro-Mediterranean preferential rules of origin, and in particular to point (a) of Article 4(3) thereof,\nWhereas:\n(1)\nThe Regional Convention on pan-Euro-Mediterranean preferential rules of origin (the ‘Convention’) was signed in Brussels on 15 June 2011 and entered into force on 1 January 2012.\n(2)\nThe pan-Euro-Mediterranean system of cumulation of origin is made up of a network of free trade agreements. It provides for a multilateral framework of identical rules of origin allowing for diagonal cumulation which applies without prejudice to the principles laid down in the relevant agreements.\n(3)\nIt is acknowledged in the Convention that the rules of origin will need to be amended in order to better respond to the economic reality.\n(4)\nThe Contracting Parties to the Convention agreed on the amendment of the Convention in order to provide for a new set of modernised and more flexible rules of origin.\n(5)\nThe Convention should therefore be amended accordingly,\nHAS ADOPTED THIS DECISION:\nDone at …,\nFor the Joint Committee\nThe Chair",
