Prior to attending relevant discussions, representatives of other states, international organisations or other bodies invited in accordance with paragraph 3 of Section II shall be requested to sign a confidentiality statement. Such a confidentiality statement shall contain a commitment to respect the confidentiality rules referred to in paragraph 1 of this Section. They shall be excluded from those discussions if they refuse to sign such a statement.
