  "text": "Council Decision (EU) 2019/232\nof 16 July 2018\nestablishing the position to be adopted on behalf of the European Union within the Regional Steering Committee of the Transport Community as regards the adoption of the rules of procedure of that committee\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Article 91 and Article 100(2), in conjunction with Article 218(9) thereof,\nHaving regard to the proposal from the European Commission,\nWhereas:\n(1)\nThe Treaty establishing the Transport Community (‘the TCT’) was signed by the Union in accordance with Council Decision (EU) 2017/1937.\n(2)\nIn accordance with Article 41(3) of the TCT, the TCT applies provisionally between the Union, the Republic of Albania, Bosnia and Herzegovina and Kosovo since 9 October 2017, and between those Parties and the Republic of Serbia since 29 November 2017.\n(3)\nPursuant to Article 24(5) of the TCT, the Regional Steering Committee of the Transport Community (‘the Steering Committee’) is to adopt its rules of procedure.\n(4)\nIt is appropriate to establish the position to be adopted on the Union's behalf within the Steering Committee as regards the adoption of the rules of procedure of that committee, since the decision as regards those rules will be binding on the Union.\n(5)\nThe position of the Union within the Steering Committee should therefore be based on the attached draft decision,\nHAS ADOPTED THIS DECISION:",
