# Council Decision (CFSP) 2019/346 of 28 February 2019 appointing the European Union Special Representative for Human Rights, Article 5: Financing

Extent: E+W+S+N.I.

1. The financial reference amount intended to cover the expenditure related to the EUSR's mandate for the period from 1 March 2019 to 28 February 2021 shall be EUR 2 100 270,5.
2. The expenditure shall be managed in accordance with the procedures and rules applicable to the general budget of the Union.
3. The management of the expenditure shall be subject to a contract between the EUSR and the Commission. The EUSR shall be accountable to the Commission for all expenditure.
