  "text": "(a) the panel shall be sent to both Parties at the same time;\n(b) a Party to the panel shall be copied to the other Party at the same time; and\n(c) a Party to the other Party shall be copied to the panel at the same time, as appropriate.\nAny document referred to in this paragraph shall also be copied at the same time to the external body referred to in paragraph 2 of Article 21.25 of the Agreement, where relevant.",
