# Council Decision (EU) 2019/614 of 9 April 2019 on the position to be taken on behalf of the European Union within the Joint Committee established under the Agreement between the European Union and Japan for an Economic Partnership, as regards the adoption of the Rules of Procedure of the Joint Committee, the Rules of Procedure of a Panel, the Code of Conduct for Arbitrators and the Mediation Procedure, Division 23: The panel shall conduct the hearing in the following manner, ensuring that the complaining Party and the Party complained against are afforded equal time in both argument and rebuttal argument:

Extent: E+W+S+N.I.

Argument
(a) argument of the complaining Party; and
(b) argument of the Party complained against.
Rebuttal Argument
(a) reply of the complaining Party; and
(b) counter-reply of the Party complained against.
