  "text": "1. Appropriations necessary to pay for legal obligations entered into by 31 December of a financial year shall be carried over to the next financial year.\n2. Appropriations coming from voluntary contributions shall be carried over to the next financial year.\n3. Appropriations coming from projects shall be carried over to the next financial year.\n4. The Head may carry over other appropriations in the budget to the next financial year with the approval of the Steering Committee.\n5. Other appropriations shall be cancelled at the end of the financial year.",
