  "text": "European Council Decision (EU) 2020/2049\nof 10 December 2020\nappointing a member of the Executive Board of the European Central Bank\nTHE EUROPEAN COUNCIL,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Article 283(2),\nHaving regard to the recommendation of the Council of the European Union,\nHaving regard to the opinion of the European Parliament,\nHaving regard to the opinion of the Governing Council of the European Central Bank,\nWhereas:\n(1)\nMr Yves MERSCH was appointed member of the Executive Board of the European Central Bank for a term of office of eight years as from 15 December 2012. His term of office expires on 14 December 2020.\n(2)\nIt is therefore necessary to appoint a new member of the Executive Board of the European Central Bank.\n(3)\nThe European Council wishes to appoint Mr Frank ELDERSON, who, in its view, fulfils all the requirements set out in Article 283(2) of the Treaty,\nHAS ADOPTED THIS DECISION:",
