  "text": "Council Decision (EU) 2020/2139\nof 15 December 2020\non the position to be taken on behalf of the European Union within the Joint Committee established by the Euro-Mediterranean Aviation Agreement between the European Union and its Member States, of the one part, and the Hashemite Kingdom of Jordan of the other part, with regard to the adoption of the rules of procedure of the Joint Committee\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Article 100(2) in conjunction with Article 218(9) thereof,\nHaving regard to the proposal from the European Commission,\nWhereas:\n(1)\nThe Euro-Mediterranean Aviation Agreement between the European Union and its Member States, of the one part, and the Hashemite Kingdom of Jordan of the other part (‘the Agreement’) was concluded by the Union by means of Council Decision (EU) 2020/953 and entered into force on 2 August 2020.\n(2)\nArticle 21 of the Agreement establishes a committee, composed of representatives of the Contracting Parties (‘the Joint Committee’), to ensure the administration and proper implementation of the Agreement.\n(3)\nArticle 21(3) of the Agreement provides that the Joint Committee is to adopt its rules of procedure.\n(4)\nIn order to ensure the proper implementation of the Agreement, the Joint Committee’s rules of procedure should be adopted.\n(5)\nIt is appropriate to establish the position to be taken on the Union’s behalf in the first meeting of the Joint Committee, since the decision of the Joint Committee adopting its rules of procedure will have legal effects on the Union. The position of the Union within the Joint Committee should be based on the draft Joint Committee Decision,\nHAS ADOPTED THIS DECISION:",
