  "text": "Political and Security Committee Decision (CFSP) 2020/2164\nof 15 December 2020\nextending the mandate of the Head of Mission of the European Union Capacity Building Mission in Somalia (EUCAP Somalia) (EUCAP Somalia/1/2020)\nTHE POLITICAL AND SECURITY COMMITTEE,\nHaving regard to the Treaty on European Union, and in particular the third paragraph of Article 38 thereof,\nHaving regard to Council Decision 2012/389/CFSP of 16 July 2012 on the European Union Capacity Building Mission in Somalia (EUCAP Somalia), and in particular Article 9(1) thereof,\nWhereas:\n(1)\nPursuant to Article 9(1) of Decision 2012/389/CFSP, the Political and Security Committee (PSC) is authorised, in accordance with the third paragraph of Article 38 of the Treaty, to take the relevant decisions for the purpose of exercising the political control and strategic direction of the European Union Capacity Building Mission in Somalia (EUCAP Somalia), including the decision to appoint a Head of Mission.\n(2)\nOn 19 September 2019, the PSC adopted Decision (CFSP) 2019/1591, appointing Mr Christopher REYNOLDS as Head of Mission of EUCAP Somalia from 10 September 2019 to 31 December 2020.\n(3)\nOn 10 December 2020, the Council adopted Decision 2020/2031, extending the mandate of EUCAP Somalia until 31 December 2022.\n(4)\nThe High Representative of the Union for Foreign Affairs and Security Policy has proposed to extend the mandate of Mr Christopher REYNOLDS as Head of Mission of EUCAP Somalia from 1 January 2021 to 31 December 2021,\nHAS ADOPTED THIS DECISION:",
