  "text": "Council Decision (CFSP) 2020/254\nof 25 February 2020\namending Decision (CFSP) 2018/907 extending the mandate of the European Union Special Representative for the South Caucasus and the crisis in Georgia\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 33 and Article 31(2) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 13 November 2017, the Council adopted Decision (CFSP) 2017/2071 appointing Mr Toivo KLAAR as the European Union Special Representative (EUSR) for the South Caucasus and the crisis in Georgia.\n(2)\nOn 25 June 2018, the Council adopted Decision (CFSP) 2018/907 extending the mandate of the EUSR for the South Caucasus and the crisis in Georgia. The EUSR's mandate is to expire on 29 February 2020.\n(3)\nThe mandate of the EUSR for the South Caucasus and the crisis in Georgia should be extended for a further period of 12 months and a new financial reference amount for the period from 1 March 2020 to 28 February 2021 should be established.\n(4)\nThe EUSR for the South Caucasus and the crisis in Georgia will implement the mandate in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union's external action as set out in Article 21 of the Treaty,\nHAS ADOPTED THIS DECISION:",
