  "text": "Council Decision (CFSP) 2020/663\nof 18 May 2020\namending Decision 2012/389/CFSP on the European Union Capacity Building Mission in Somalia (EUCAP Somalia)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union and in particular Article 42(4) and Article 43(2) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 16 July 2012, the Council adopted Decision 2012/389/CFSP concerning the European Union Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP NESTOR).\n(2)\nOn 12 December 2016, the Council adopted Decision (CFSP) 2016/2240, which amended the Mission’s mandate to focus it on capacity building in Somalia and changed the Mission’s name to EUCAP Somalia.\n(3)\nOn 10 December 2018, the Council adopted Decision (CFSP) 2018/1942 amending Decision 2012/389/CFSP to extend EUCAP Somalia and provide it with a financial reference amount for the period from 1 January 2019 until 31 December 2020.\n(4)\nOn 4 February 2020, the Political and Security Committee amended the Operations Plan EUCAP Somalia and agreed that additional security measures should be provided for.\n(5)\nDecision 2012/389/CFSP should be amended by increasing the financial reference amount,\nHAS ADOPTED THIS DECISION:",
