  "text": "The project duration is intended to be 24 months. The initial Council Decision, will expire after 14 months, and thus the project will expire after 14 months unless the Council decides to extend the project. The activities of Phase I of the project should be completed in the first year of the implementation. The Council will be invited to decide on its extension before the expiration of the initial Decision.",
