  "text": "In accordance with Article 3 (3) of Directive 89/662/EEC, transhipment of consignments is permitted only through ports which have been approved under the procedure laid down in Article 18, provided that a bilateral agreement has been reached between Member States to allow checking of the consignments to be deferred until they reach the border inspection post of the Member State of final destination.",
