  "text": "By way of derogation from the general provisions laid down in this Directive, specific provisions relating to the control and eradication measures for each respective disease:\nare, for swine vesicular disease, set out in Annex II for swine vesicular disease,\nare, for each of the other diseases listed in Annex I, adopted by the Council, acting by a qualified majority on a proposal from the Commission.",
