  "text": "Member States shall designate the competent authorities referred to in this Directive and shall inform the Commission thereof, which shall publish them in the Official Journal of the European Communities. A Member State may also designate the competent authority of another Member State, willing to accept for the purposes of examination in exceptional cases the requests referred to in Article 2.",
