  "text": "1. Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive not later than 18 months after the date of entry into force of this Directive. They shall immediately inform the Commission thereof.\nWhen Member States adopt these provisions, they shall contain a reference to this Directive or shall be accompanied by such reference on the occasion of their official publication. The methods of making such reference shall be laid down by Member States.\n2. Member States shall immediately communicate to the Commission the text of the provisions they adopt in the field governed by this Directive.\n3. Where necessary, Member States shall assist one another in the implementation of this Directive.",
