  "text": "By way of derogation from Articles 9 and 10, the provisions applicable to movements of animals in and from the protection and surveillance zones shall be determined in accordance with the procedure laid down in Article 20(2).\nWhen the decision referred to in the first paragraph is adopted, the rules applicable to trade shall be determined in accordance with the same procedure.",
