  "text": "This Directive may if necessary be amended by the Council, acting by a qualified majority on a proposal from the Commission.\nThe Annexes shall be amended in accordance with the procedure laid down in Article 20(2).\nAny detailed rules necessary for the implementation of this Directive shall be adopted in accordance with the procedure laid down in Article 20(2).",
