  "text": "Upon application by a Member State, which will be dealt with under the procedure referred to in Article 46(2), that State may be wholly or partially released from the obligation to apply this Directive, to certain species which are not normally reproduced or marketed in its territory, save where this would run counter to Articles 16(1) and 34(1).",
