  "text": "1. Annexes I to VI to this Directive shall be amended in accordance with the procedure laid down in Article 23(2).\n2. Any detailed rules necessary for the implementation of this Directive may be adopted in accordance with the procedure laid down in Article 23(2) or when the epidemiological situation so requires, in accordance with the procedure laid down in Article 24(2).",
