  "text": "In respect of those seafarers who commenced approved seagoing service, an approved education and training programme or an approved training course before 1 July 2013 , Member States may continue to issue, recognise and endorse, until 1 January 2017 , certificates of competency in accordance with the requirements of this Directive as they were before 3 January 2013 .\nUntil 1 January 2017 , Member States may continue to renew and revalidate certificates of competency and endorsements in accordance with the requirements of this Directive as they were before 3 January 2013 .",
