  "heading": "Amendment procedure",
  "text": "1. The Commission may adopt delegated acts, in accordance with Article 290 of the Treaty on the Functioning of the European Union, as regards the Annex to this Directive, so as to ensure that account is taken of any relevant changes to the FAL forms introduced by the IMO. These amendments shall not have the effect of widening the scope of this Directive.\n2. For the delegated acts referred to in this Article, the procedures set out in Articles 11, 12 and 13 shall apply.",
