  "text": "Directive 2001/81/EC is amended as follows:\n(1) Annex I is replaced by the following:\n‘ANNEX I\nNATIONAL EMISSION CEILINGS FOR SO2, NOx, VOC AND NH3, TO BE ATTAINED BY 2010\nThese national emission ceilings are designed with the aim of broadly meeting the interim environmental objectives set out in Article 5.
