  "text": "Articles 16 to 29 of Regulation (EC) No 765/2008 shall apply to explosives.\nMember States shall take all appropriate measures to ensure that explosives may be placed on the market only if, when properly stored and used for their intended purpose, they do not endanger the health or safety of persons.",
