  "heading": "Contents of the rules and procedures",
  "text": "Each Member State or its competent authority shall lay down the relevant rules and procedures, which shall include at least the following items:\n(a) Requirements concerning the authorisation and supervision of testing centres:\napplication for authorisation to operate as a testing centre;\nresponsibilities of testing centres;\npre-authorisation visit, or visits, to verify that all requirements are complied with;\nauthorisation of testing centres;\nperiodic re-testing/audits of testing centres;\nperiodic checks on testing centres to see whether they are continuing to comply with the applicable rules and procedures;\nevidence-based unannounced special checks or audits of testing centres;\nanalysis of test data to see whether evidence exists of non-compliance with the applicable rules and procedures;\nwithdrawal or suspension of authorisations granted to testing centres.\n(b) Inspectors of testing centres:\nrequirements to become a certified inspector;\ninitial training, refresher training and examinations;\nwithdrawal or suspension of certification of inspectors.\n(c) Equipment and premises:\nrequirements for test equipment;\nrequirements for testing premises;\nrequirements for signage;\nrequirements for maintenance and calibration of testing equipment;\nrequirements for computerised systems.\n(d) Supervising bodies:\npowers of the supervising bodies;\nrequirements applicable to staff of supervising bodies;\nappeals and complaints.",
