  "text": "1. Member States shall communicate all available information concerning the application of this Directive to the Commission by 21 May 2019.\n2. By 21 May 2020, the Commission shall draw up a report on the application of this Directive and submit it to the European Parliament, to the Council and to the European Economic and Social Committee.",
