  1. 1Without prejudice to Annex II on cross-compliance of Regulation (EU) No 1306/2013 of the European Parliament and of the Council, Member States may ban open field burning of agricultural harvest residue and waste and forest residue.
  2. 2Member States may establish a national advisory code of good agricultural practices for the proper management of harvest residue, on the basis of the following approaches:
