  "text": "The signatory parties make this Agreement on condition that it shall not enter into force until the date when the Convention enters into force. The Convention enters into force 12 months after the date on which the ratifications of ten Member States of the ILO, eight of which are coastal States, have been registered with the Director-General of the International Labour Office.\nIN WITNESS WHEREOF the undersigned have affixed their signatures to this Agreement.",
