Each institution shall determine who within it shall exercise the powers conferred by these Staff Regulations on the appointing authority.

However, one or more institutions may entrust to any one of them or to an inter-institutional body the exercise of some or all of the powers conferred on the Appointing Authority other than decisions relating to appointments, promotions or transfers of officials.
