  "text": "Regulation (EEC) No 1471/70 of the Council\nof 20 July 1970\nestablishing a common procedure for the autonomous increase of imports into the Community of products subject to measures of voluntary restraint by exporting countries\nTHE COUNCIL OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Economic Community, and in particular Article 113 thereof;\nHaving regard to the proposal from the Commission;\nWhereas certain third countries give the Community undertakings to apply voluntary restraint to the export of certain products;\nWhereas it may however prove necessary to effect an autonomous increase of imports into the Community of such products;\nWhereas a common procedure should be established for this purpose;\nHAS ADOPTED THIS REGULATION:",
