  "text": "Council Regulation (EEC) No 3237/76\nof 21 December 1976\non the advance implementation of the Technical Annexes and the advance use of the specimen TIR carnet of the Customs Convention on the international transport of goods under cover of TIR carnets (TIR Convention) of 14 November 1975, Geneva\nTHE COUNCIL OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Economic Community,\nHaving regard to the recommendation from the Commission,\nWhereas the simplification measures provided for under the TIR Convention revised at Geneva in 1975 should apply as soon as possible; whereas this is particularly so in respect of the technical provisions and the specimen TIR carnet of the aforesaid Convention,\nHAS ADOPTED THIS REGULATION:",
