  "text": "This Regulation shall enter into force on the third day following its publication in the Official Journal of the European Communities.\nArticle 1 (2) shall apply with effect from 1 July 1981.\nArticle 1 (1) shall apply, on application by the party concerned, with effect from the same date.",
