  "text": "Council Regulation (EEC) No 3171/89\nof 16 October 1989\non the application of Decision No 1/89 of the EEC-Egypt Cooperation Council amending, as a consequence of the introduction of the harmonized system, Protocol No 2 concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation\nTHE COUNCIL OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Economic Community, and in particular Article 113 thereof,\nHaving regard to the proposal from the Commission,\nWhereas the Cooperation Agreement between the European Economic Community and the Arab Republic of Egypt was signed on 18 January 1977;\nWhereas, by virtue of Article 25 of Protocol No 2 concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation, which forms an integral part of the abovementioned Agreement, the EEC-Egypt Cooperation Council has adopted Decision No 1/89 amending the said Protocol;\nWhereas it is necessary to apply this Decision in the Community,\nHAS ADOPTED THIS REGULATION:",
