  "text": "Notwithstanding Article 10 (1) of Regulation (EC) No 1445/95, applications for licences lodged from 28 April to 7 May 1997 shall be issued on the sixth working day following that on which the application is lodged, provided that no specific action as referred to in paragraph 2 of that Article is taken by the Commission in the meantime.",
