  "text": "The purpose of this Regulation is to lay down the procedures for the implementation of Community operations which, within the framework of Community development cooperation policy, contribute to the general objective of developing and consolidating democracy and the rule of law and to that of respecting human rights and fundamental freedoms.\nThe operations referred to in this Regulation shall be implemented in the territory of developing countries or shall be directly related to situations arising in developing countries.",
