  "text": "This Regulation shall enter into force on the day following its publication in the Official Journal of the European Communities.\nIt shall apply from 1 July 2002for the quotas covered by Article 1(1) and from 1 January 2002 for the quotas and ceilings covered by Article 1(2) and (3).",
