Article 15 Regional stakeholders

1.

Proposals for a regional programme shall be submitted by:

(a)

at least two OCT Territorial Authorising Officers; or

(b)

exceptionally, one OCT Territorial Authorising Officer where only one OCT is involved in an action mentioned in Article 16(1)(b) to (e) of the ‘Overseas Association’ Decision.

2.

Regional programmes shall be implemented by the Territorial Authorising Officer or organisation designated in the proposal.
