  "text": "The Territorial Authorising Officer and the Monitoring Committee shall carry out the monitoring by reference to indicators specified in the SPD.\nThe indicators shall take account of the indicative methodology made available by the Commission.\nThey shall relate to the specific character of the projects and their objectives and show:\n(a) inputs, outputs, outcome and as far as possible impacts;\n(b) the stage reached in assistance in terms of physical implementation;\n(c) the progress of the financing plan.",
