  "text": "In the case of the quantities for Cuba and Brazil indicated in Article 22(2) for which import licences have not been issued before 1 April of the current marketing year, the Commission shall decide, taking into account the delivery programmes, that the licences may be allocated to the other third countries referred to in that Article.",
