  "text": "1. Where a product is likely to be used as both food and feed, a single application under Articles 5 and 17 must be submitted and must give rise to a single opinion from the Food Safety Authority and a single decision of the appropriate authority.\n2. The Food Safety Authority must consider whether the application for authorisation of a product should be submitted as a single application for authorisation as both food and feed and advise the appropriate authority accordingly.",
