  "text": "(1.) The duties and tasks of the reference laboratory are laid down in Annex 2.\n(2.) Applicants for the authorisation of additives must contribute to supporting the cost of the duties and tasks of the reference laboratory.\n(3.) The appropriate authority may prescribe rules for implementing Annex 2.\n(4.) The appropriate authority may prescribe amendments to Annex 2.",
