  "text": "The programme must take into account the nature of the zoonosis and/or zoonotic agent concerned and the specific situation in the constituent territory. It must:\n(a)state the aim of the programme taking into consideration the importance of the zoonosis or zoonotic agent concerned;\n(b)comply with the minimum sampling requirements laid down in part B;\n(c)where relevant, comply with the specific requirements laid down in parts C to E; and\n(d)specify the following points:\n11.\nGeneral\n1.1.\nThe occurrence of the zoonosis or zoonotic agent concerned in the constituent territory.\n1.2.\nThe geographical area or, where appropriate, the epidemiological units, in which the programme will be implemented.\n1.3.\nThe structure and organisation of the relevant competent authorities.\n1.4.\nApproved laboratories where samples collected within the programme are analysed.\n1.5.\nMethods used in the examination of the zoonosis or zoonotic agent.\n1.6.\nOfficial controls (including sampling schemes) at feed, flock and/or herd level.\n1.7.\nOfficial controls (including sampling schemes) at other stages of the food chain.\n1.8.\nMeasures taken by the competent authorities with regard to animals or products in which zoonoses or zoonotic agents have been detected, in particular to protect public health; and any preventive measures taken, such as vaccination.\n1.9.\nRelevant legislation concerning the activities referred to in Article 1(3)(b).\n1.10.\nAny financial assistance provided to food and feed businesses in the context of the ... control programme;\n2.\nConcerning food and feed businesses covered by the programme\n2.1.\nThe structure of the production of the given species and products thereof.\n2.2.\nThe structure of the production of feed.\n2.3.\nRelevant guides for good animal husbandry practices or other guidelines (mandatory or voluntary) defining at least:\nhygiene management at farms,\nmeasures to prevent incoming infections carried by animals, feed, drinking water, people working at farms, and\nhygiene in transporting animals to and from farms.\n2.4.\nRoutine veterinary supervision of farms.\n2.5.\nRegistration of farms.\n2.6.\nRecord-keeping at farms.\n2.7.\nDocuments to accompany animals when dispatched.\n2.8.\nOther relevant measures to ensure the traceability of animals.",
