  "text": "(1.) Subject to paragraph 2, ‘the appropriate authority’ means—\n(a) in relation to England, the Secretary of State;\n(b) in relation to Scotland, the Scottish Ministers;\n(d) in relation to Wales, the Welsh Ministers.\n(2.) But the appropriate authority is the Secretary of State if consent is given by—\n(a) in relation to Scotland, the Scottish Ministers;\n(c) in relation to Wales, in respect of the power to make regulations under Articles 4, 5, 8 11 and 12, the Welsh Ministers.",
