  "text": "Commission Regulation (EC) No 1458/2004\nof 16 August 2004\namending Council Regulation (EC) No 2368/2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds\nTHE COMMISSION OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Community,\nHaving regard to Council Regulation (EC) No 2368/2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds, as last amended by Commission Regulation (EC) No 913/2004, and in particular Article 20 thereof,\nWhereas:\n(1)\nArticle 20 of Regulation (EC) No 2368/2002 provides for the list of participants in the Kimberley Process certification scheme in Annex II to be amended.\n(2)\nThe Chair of the Kimberley Process certification scheme, through his Chair’s Notice of 15 June 2004, has provided an updated list of participants in the scheme. The updating concerns the removal from the list of the Republic of Congo. Annex II should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
