  "text": "Rights arising under accession licences covered by the additional quantity shall be transferable to a single transferee operator.\nRights may be transferred only:\nbetween traditional operators as referred to in Article 5,\nfrom a traditional operator as referred to in Article 5 to a non-traditional operator as referred to in Article 6, or\nbetween non-traditional operators as referred to in Article 6.",
