  "text": "This Regulation shall enter into force on the day of its publication in the Official Journal of the European Union.\nIt shall apply from 1 May 2004. However, it shall not affect the validity of the endorsements applied on the basis of the second subparagraph of Article 2 and the first subparagraph of Article 5 of Regulation (EEC) No 3515/92, between 1 May 2004 and the date of entry into force of this Regulation.",
