  "text": "1. Amendments to the Annexes and measures necessary for the implementation of this Regulation may be made by regulations by the appropriate Minister.\nThese measures shall concern in particular:\n(a) the minimum level of checks to be carried out;\n(b) the application of administrative penalties;\n(c) the necessary transitional provisions for the start-up period of the system.\n2. The appropriate Minister may update the following data:\n(a) the deadlines for providing the information referred to in Article 8(2);\n(b) the demographic thresholds for livestock referred to in the second and third subparagraphs of Article 9(3).",
