  "text": "In Regulation (EC) No 686/2004, Article 4 is amended as follows:\n1.. in paragraph 3, the following subparagraph is added:\n‘By way of derogation from Article 16(1) of Regulation (EC) No 1433/2003, in 2004, the operational programmes shall run from their date of approval by the competent national authorities until 31 December 2004.’\n2.. the following paragraph 4a is inserted:\n‘4a. By way of derogation from Article 4(1) of Regulation (EC) No 1433/2003, for the application for aid for 2004, the value of marketed production during the reference period shall be multiplied by the number of days from the date of the approval of the operational programme to 31 December 2004 (both days included), and divided by 366.’",
